ALL LICENSEES OF INTEGRATED RESORTS ALL APPLICANTS AND CONCERNED PARTIES

SUBJECT REGULATORY FRAMEWORK FOR THE ACCREDITATION OF GAMING AFFILIATES AND SUPPORT SERVICE PROVIDERS

Please be informed that the PAGCOR's Board of Directors, in its meeting held on 24 April 2025, approved the implementation of the Regulatory Framework for the Accreditation of Gaming Affiliates and Support Service Providers Rev. No. 0, covering the following Business-to-Business (B2B) services and/or products that shall be availed of by the existing Gaming System Administrators (formerly Gaming System Service Providers):

I.Gaming Affiliates 2. Game Content Provider 1. Game Aggregator

II. Support Service Providers 1. Payment Gateway Solutions / Payment Channel

2. Marketing / Promotional Service

4.Know-Your-Customer (KYC) / Membership System 3. Customer Service

5. Independent Game Testing Laboratory

As contained in the above regulatory framework, please take note of the following:

1. Payment of non-refundable Application/Renewal Fee:

A. Gaming Affiliate 2. Game Content Provider 1. Game Aggregator - PhP250,000.00/year per game offering - PhP250,000.00/year

B. Support Service Provider 1. Payment Channel - PhP250,000.00/year

5. Independent Game Testing Laboratory - PhP500,000.00/year 3.Customer Service 2. Marketing/Promotional Service 4.KYC / Membership System - PhP250,000.00/year - PhP250,000.00/year - PhP250,000.00/year

Posting to PAGCOR of the required Performance Cash Deposit (PCD) by the Game Content Provider:

No. of Game Offering Two (2) or more One Twenty Million Pesos (PhP20 Million) Ten Million Pesos (PhP10 Million) Performance Cash Deposit

Aside from the above Game Content Provider, each of the Game Aggregators and Support Service Providers (for each service) shall post to PAGCOR the reguired PCD in the amount of One Million Pesos (PhP1 Million).

The posting of the required PCD shall be effective retroactively for the existing PAGCOR-accredited Data/Content Streaming Provider (DCSP), which shall be categorized under Game Content Provider.

With the new accreditation requirements, please be informed of the re-titling of the Gaming System Service Provider to Gaming System Administrator.

Correspondingly, procedures for the transition and full implementation of the above regulatory framework shall be issued once available.
