WHEREAS, the Civil Service Commission (CSC) mandates that all agencies should have a CSC approved Strategic Performance Management System (SPMS) upon which all performance-based human resources movements, and/or developments/interventions such as promotion, scholarship, training, rewards and incentives shall be based;

WHEREAS, the Supreme Court approved the Revised Guidelines for the Implementation of a Strategic Performance Management System in the Judiciary (A.M. No. 15-12-05-SC) prescribing the crafting and implementation of a concept that links employees' performance with agency vision, mission, and strategic goals;

WHEREAS, on 16 May 2016, the Court authorized the cascading of the SPMS in the entire Judiciary, and directed its implementation starting July 2016 to December 2016;

NOW THEREFORE, the Office of Administrative Services, Supreme Court; the Court of Appeals, Court of Tax Appeals, and Sandiganbayan; the Judicial .and Bar Council; the Philippine Judicial Academy; and the Mandatory Continuing Legal Education Office, are hereby directed to include in their quarterly/annual programs the Orientation/Re-Orientation of all officials and employees on the SPMS, as well as Coaching and Mentoring. Semestral Reports must be submitted to the Office of the Chief Justice on the number of seminars conducted relative thereto.
