DECLARING FRIDAY, MARCH 21, 2003, AS A SPECIAL DAY IN THE CITY OF VICTORIAS, NEGROS OCCIDENTAL

WHEREAS , Friday, March 21, 2003, marks the 5th Charter Day anniversary of the City of Victorias into a component city of Negros Occidental;

WHEREAS , it is fitting and proper that the people of the City of Victorias be given full opportunity to celebrate this milestone in their city's history with appropriate ceremonies.

NOW, THEREFORE, I, ALBERTO G. ROMULO , Executive Secretary, by order of Her Excellency, GLORIA MACAPAGAL-ARROYO , do hereby declare Friday, March 21, 2003, as a special day in the City of Victorias, Negros Occidental.

IN WITNESS WHEREOF , I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
