ALLOWING THE REDEPLOYMENT OF RETURNING WORKERS TO YEMEN

WHEREAS, POEA Advisory No. 06, Series of 2011 was issued on 22 February 2011 effecting the deferment of the processing and deployment of all OFWs bound for Yemen (Libya and Bahrain included) in view of the unstable political and security conditions obtaining in the said countries at the time;

WHEREAS, POEA Advisory No. 17, Series of 2011 dated 06 April 2011 was issued, lowering the Alert Level 3 in Yemen to Alert Level 2, effectively allowing the processing and deployment of vacationing workers from Yemen, subject to certain requirements set by the POEA;

WHEREAS, POEA Advisory No. 24, Series of 2011 dated 25 May 2011 was further issued pursuant to the DFA travel advisory raising the crisis alert level in Yemen to Alert Level 3 in the light of continuing political tension and escalating violence in the capital city of Sana’a, effectively reinstating the deployment ban in Yemen for all overseas Filipino workers;

WHEREAS, on 9 January 2012, the DFA recommended to the President to lower the Alert Level from Alert Level 4 in Sana’a and Alert Level 3 for the rest of Yemen to Alert Level 2 all over Yemen because of improved political and security situation in the country and in response to the clamor of our OFWs;

WHEREAS, on 12 January 2012, the Office of the President approved the recommendation of DFA;

NOW, THEREFORE, the POEA Governing Board, in a meeting duly convened, RESOLVES AS IT IS HEREBY RESOLVED, to allow the redeployment of returning workers to the country, subject to proof of existing employment as determined by POEA. The lowering of the Alert Level will not cover the deployment to Yemen of newly-hired OFWs.

The POEA is hereby directed to immediately issue the guidelines to implement this Resolution.
