TO: General Manager Philippine Tourism Authority

You are hereby authorized to negotiate with the owners of lands around, or within the vicinity of Paoay Lake, or with those who have rights therein, for the purchase of such lands or rights as they may be required and necessary in the implementation of Paoay Lake's development as a public park and tourist destination.

Likewise, you are hereby authorized to negotiate with pre-qualified contractors to undertake the works in the development of Paoay Lake as an exception to Executive Orders Nos. 298 and 201 as amended.

Done in the City of Manila, this 15th day of August in the year of our Lord, nineteen hundred and seventy-seven.
