TO: Lt. Gen. Fidel V. Ramos Chief of Constabulary and Director General, Integrated National Police

Commissioner Ramon Farolan Bureau of Customs

In view of the reported resurgence of exportation and/or smuggling of bangus fry by certain sectors of the community which seriously undermines the government's objective to ensure continuity of our fishery resources in productive condition through wise utilization and proper conservation, you are hereby directed to enforce strictly Section 36 of PD No. 704 which provides that "it shall be unlawful for any person to export bangus fry".

Done in the City of Manila, this 11th day of April, in the year of Our Lord, nineteen hundred and eigthy-two.
