[ LETTER OF INSTRUCTIONS NO. 1012, April 19, 1980 ]

TO: All Heads of Ministries, Bureaus, Offices, Agencies and Instrumentalities of the National Government, including Government-owned or controlled Corporations

All Concerned

Effective immediately, all contracts awarded by infrastructure agencies through competitive bidding domestically for infrastructure projects which are locally funded, or if foreign-assisted do not require international bidding involving an amount of more than ten million pesos (P10,000,000) shall be subject to the approval of the President of the Philippines.

Contracts which are awarded by infrastructure agencies as a result of international competitive bidding for infrastructure projects which are foreign-assisted and whose awards require concurrence of foreign financing institution, involving an amount of more than forty million pesos (P40,000,000) shall likewise be subject to the approval of the President.

Any such contracts entered into without the approval required herein shall be null and void and of no force and effect.

Contracts entered into by other national government offices, agencies and instrumentalities, including government-owned or controlled corporation shall continue to be governed by LOI No. 620. The Office of the President shall be immediately informed of such contracts.

All orders, rules and regulations, and letter of instructions inconsistent with these including but not limited to LOI 620 are hereby repealed or modified accordingly.

Done in the City of Manila, this 19th day of April, in the year of Our Lord, nineteen hundred and eighty.
