AMENDING ANNEX A OF DAO 28 SERIES OF 1994 "INTERIM GUIDELINES FOR THE IMPORTATION OF RECYCLABLE MATERIALS CONTAINING HAZARDOUS SUBSTANCES

Annex A of DAO 28 of 1994 is hereto amended to include the following category:

Category Specific Item Limiting Conditions

Fly-ash Coal-Fired Power Plant Fly-Ash 1) Coal-fired power plant fly-ash containing Annex I substances in concentrations sufficient to exhibit Annex III characteristics (note the related entry on Basel Convention list B B205) shall not be allowed for importation

2) Pre-treatment of the fly ash to conform with the requirement for clinker or cement production should be undertaken at the country of export.

3) Any residual or wastes fly ash which could not be used in the cement production must be shipped back immediately to the country of origin.

This Order shall take effect fifteen (15) days after publication in a newspaper of general circulation.
