TO: The Secretary Department of Public Highways The Administrator Maritime Industry Authority

In line with the Philippine Government's commitment to support the establishment of a ship repair dockyard in Cabangan Point, Subic Bay, Zambales under the Joint Venture Agreement signed with Kawasaki Heavy Industries of Japan last 24 January 1977, I hereby order and direct that initial steps be undertaken to effect the implementation of such project.

For this purpose, the Department of Public Highways is directed to immediately undertake the survey, design and construction of an access road to the proposed project site.

Funds for this purpose shall be provided from existing funds or appropriations of the Department of Public Highways.
