IMPOSING TOTAL BAN ON THE OPERATION OF RIGHT-HAND-DRIVEN MOTOR VEHICLES WITHIN METRO MANILA

WHEREAS, the continued, unabated registration of right hand driven (RHD) motor vehicles has resulted in an alarming increase of these RHDs now proliferating in nearly all streets and alleys of Metro Manila, so much so, that with a cursory look into the situation, it can be easily ascertained that a large majority of trucks in the metropolis are right hand driven. WHEREAS, right-hand-driven vehicles have been designed only for use in countries where right hand driving is the accepted or prescribed practice;

WHEREAS, in the Philippines, where left-hand driving has long since been adopted, the operation of vehicles with a conflicting design in driving style, especially in metro manila where traffic is congested as it is, will obviously probe danger to safety and traffic orderliness;

WHEREAS, the Metropolitan Manila land Transportation Coordinating Council (MMLTCC) has issued Resolution No. 94-006 enjoining the ban on right-hand-driven vehicles from operating within Metro Manila;

NOW, THEREFORE, BE IT RESOLVED, as it is hereby RESOLVED, that the operation of right-hand-driven motor vehicles be totally banned from operating anywhere in Metro Manila to afford truckers and haulers substantial time within which to convert or replace their right-hand-driven trucks, this total ban shall be made effective three months after the approval hereof.
