TO: The Secretary of Tourism

In view of the unchecked activities of vendors and hawkers of souvenir items in motorized bancas which mar the pleasantness of "shooting the rapids" in Pagsanjan, Laguna, you are hereby authorized to extend the Philippine Tourism Authority's control and administration over the Pagsanjan Gorge Tourist Zone as authorized under Proclamation No. 1551 dated May 31, 197G, over Pagsanjan River from the Falls downstream to the vicinity of Pagsanjan Rapids Hotel, including the river banks.
