TO: Chairman Alfredo Juinio Power Development Council

There are complaints from factory owners that the cost of electricity after the establishment of the nuclear and geothermal plants and other sources of energy will be too high and prohibitive and will be too burdensome to their present projects and will be a deterrent to their future as well as present expansion and investment plans.

In view of these complaints, I order an in-depth study and projection of the cost of electricity to the end-users up to the end of the century.
