[ LETTER OF INSTRUCTIONS NO. 173, March 05, 1974 ]

TO: ALL GOVERNMENT OFFICES CONCERNED

In order to avoid possible misunderstanding and confusion in discussion the implementation of Project Loans from Japan, it is hereby informed that Mr. Oscar Rodriguez, Implementing Officer, Philippine-Japan Project Loan Assistance Program, is granted the sole authority to discuss such implementation with Japanese officials concerned. No Enduser or Enduser's representative shall be allowed to go to Japan to undertake such discussion unless specifically requested by him.

He shall, however, coordinate closely with the various executing agencies so that the implementation thereof may be done efficiently and expeditiously. For this purpose, he is authorized to travel to and Japan as the exigencies of the service may require, without further need for individual travel orders.

This order shall remain effective until otherwise ordered by me or by my duly designated representative.

Done in the City of Manila, this 5th day of March, in the year of Our Lord, nineteen hundred and seventy-four.
