AMENDING RESOLUTION NO. 1, SERIES OF 2010 (LIFTING OF THE MORATORIUM ON THE ACCREDITATION OF BASIC SAFETY TRAINING IN SELECTED REGIONS) TO INCLUDE REGION XI

WHEREAS, a moratorium on the accreditation of Basic Safety Training was imple- mented to maintain the quality training for seafarers;

WHEREAS, the Maritime Training Council Secretariat conducted a study to determine if there is a need to lift the moratorium;

WHEREAS, based on the study of the average demand for BST training per year, per region based on the number of enrolment in maritime schools, it was found that there was an imbalance in the number of training providers to the number of maritime schools;

WHEREAS, the Secretariat proposed to lift the moratorium in the following regions:

- NCR - Region I - Region II - Region IV (A & B) - Region VI - Region VII - Region X

WHEREAS, Resolution No. 01, Series of 2010 lifting the moratorium in the said regions was approved by the Council on the 5th day of March 2010;

WHEREAS, further studies made by the Secretariat indicated that the number of existing training providers in Region XI is insufficient given the number of maritime schools in the region;

NOW, THEREFORE, in consideration of the above premises, resolved that this Resolution amends Resolution No. 1, Series of 2010, to include Region XI in the lifting of moratorium in the accreditation of Basic Safety Training.

This Resolution shall take effect fifteen (15) days after a copy is submitted to the U.P. Law Center and published in a newspaper of general circulation.
