SUSPENDING IMPLEMENTATION OF SECTIONS 3 AND 4, CIRCULAR LETTER NO. 9, DATED OCTOBER 21, 1993

For the information of all mill companies, planters associations, Mill District Regulation Officers assigned in mill districts, Sections 3 and 4 of Circular Letter No. 9, dated October 21, 1993, are hereby temporarily suspended effective immediately until further notice.

Section 3 provides for the mill companies to issue to each sugar producer quedan-permits bearing the same serial numbers for each class of sugar while Section 4 class for the invalidation of all quedan-permits whenever a quedan-permit pertaining to one class of sugar becomes spoiled or improperly prepared and is eventually invalidated prior to its issuance.
