TO: The Secretary of Foreign Affairs The Chairman, Civil Aeronautics Board The Director, Civil Aeronautics Administration

Paragraph 4 of LOI No. 417 is hereby amended to read as follows:

Grants of frequencies and capacities on any route by any airline in the sole prerogative of the CAB, it being more current in relation to changing economic circumstances. The CAB may also grant temporary operating permits to international airlines on international routes in the national interest. All grants of frequencies, capacities and/or new routes shall always be subject to the approval of the Office of the President,
