AMENDING DEPARTMENT ORDER NO. 2012-12, WHICH AMENDED DEPARTMENT ORDER NO. 97-1097 TO EXPAND SCOPE OF "AIRPORT METERED TAXI," AND PROVIDING AN EXEMPTION TO THE MORATORIUM ON ACCEPTANCE OF APPLICATIONS FOR CERTIFICATES OF PUBLIC CONVENIENCE

To address the shortage of transportation services that ferry passengers to and from airport terminals, and to enhance the quality and reliability of transport services available in airports, item 11 of Department Order No. 2012-12 is hereby amended to read as follows:

“ 11. AIRPORT METERED TAXI

Operation Conditions

:

a)

No solicitation of passengers outside of the loading/unloading bays located at the passenger terminal building for airports;

b)

The operator must have at least thirty (30) units;

c)

The vehicles must be yellow in color;

d)

The top light must display “Airport Metered Taxi”;

e)

Drivers must be in uniform and must have company IDs;

f)

All vehicles must have clear glass windows;

g)

All vehicles must be brand new;

h)

All vehicles must be equipped with a GPS vehicle tracking and navigation device;

i)

All vehicles must be equipped with an on-board electronic taxi fare payment device capable of processing payments made with credit card or debit card;

j)

The operator must have a facility for booking and dispatching by way of an online or smartphone-based application;

k)

The operator must have its own workshop and depot with a space of at least 15 sq. m. per vehicle and a total area of at least 750 sq. m.

This should be separate from any existing workshop and depot already occupied by or assigned to other taxis in their fleet;

l)

The operator must have a valid contract with, or be accredited by, the relevant airport authority; and

m)

The operator must comply with rules and regulations issued by government agencies.”

All previous issuances that are found inconsistent herewith are modified accordingly.

This Order shall take effect fifteen (15) days following its publication in the Official Gazette or in a newspaper of general circulation or filing of three (3) copies hereof with the UP Law Center, pursuant to Presidential Circular No. 11 dated 9 October 1992.
