[ LETTER OF INSTRUCTIONS NO. 446, August 11, 1976 ]

TO: The Secretary of Public Highways

WHEREAS, it appears that there are many officials and employees of the Offices of the Regional Director and the District Engineer at Cagayan de Oro City who were administratively charged in connection with the anomalous acquisition and payment of properties affected by rights-of-way, for which reason they were placed under preventive suspension pursuant to Presidential Decree No. 807, and

WHEREAS, in view of the seriousness of the charges against the aforesaid officials and employees, involving, as they do practices of Old Society that Undermine the faith of the people in the Government; of the fact that the Department of Public Highways could not thoroughly evaluate the voluminous documents and evidences for and against them within the period for preventive suspension allowed under existing laws; and of the need to prevent corrupt and undesirable elements from participating in the official business of that Department, it is deemed necessary to place said officials and employees under continous suspension until the administrative case against them shall have been finally disposed of.

NOW, THEREFORE, you are hereby directed to suspend the following officials and employees of the Offices of the Regional Director and the District Engineer at Cagayan de Oro City until their administrative cases are finally terminated, namely:

11. Jose S. Pagapulaan Cashier II

12. Claudio S. Doong Cashier II

13. Senenito Guibone Accounting Clerk II

The formal investigation and decision on these cases should be expedited and terminated as soon as possible.
