[ KPL BUREAU CIRCULAR NO. 1, July 01, 1990 ]

DISPOSAL OF HEPATITIS B SURFACE ANTIGEN AND HUMAN IMMUNO-DEFICIENCY VIRUS (HIV) ANTIBODY POSITIVE UNITS OF BLOOD

One of the grave hazards of blood transfusion is the transmission of Hepatitis B virus and Human Immunodeficiency virus (HIV) infection to the recipient. For this reason, laboratory testing for Hepatitis B Surface Antigen and HIV Antibody have been required in the screening of blood for transfusion with the full implementation of the Technical Standards issued pursuant to the Revised Rules and Regulations Governing the Collection, Processing of Blood and Operation and Maintenance of Blood Banks (A.O. #57, s. 1989).

It is the policy of the Department of Health that units of blood found to be positive for the above infectious agents/tests should be withdrawn from the blood supply.

Therefore, when a unit of blood or blood product is found to be reactive to screening for Hepatitis B Surface Antigen ( HBsAg) or HIV antibody, this shall be reported to the nearest DOH Regional Health Laboratory in the Region or to the Bureau of Research and Laboratories in Metro Manila.

An authorized representative of the designated Regional Health Laboratory shall collect the infected unit of blood to withdraw them from the blood supply. The list of Regional Laboratories designated to collect is attached.

The Blood Bank (hospital-based or free standing) which supplied the positive unit of blood/blood product shall replace the unit returned by the hospital without additional charge to the patients.

Please be guided accordingly.
