[ LETTER OF INSTRUCTIONS NO. 1198, February 24, 1982 ]

All Heads of Ministries
2. All Heads of Government-owned or
Controlled Corporations
In view of the retrenchment policy in the expenditure of governmental funds for buildings, the improvement of buildings, as well as acquisition of furniture and equipment or remodelling and repairs, supposedly for modernization and improvement, will be suspended immediately by such government-owned or controlled corporations.
All such corporations will submit to the Office of the President the detailed expenditures of their funds for the construction, repair, improvement, rehabilitation, modernization of their buildings, offices or other construction and acquisition of furniture and equipment within one month from receipt of this instructions.
In the event that these expenditures were incurred without public bidding as provided by law, a written explanation should accompany such presentation.
