CONSOLIDATED GUIDELINES ON FARE DISCOUNTS TO STUDENTS, ELDERLY/SENIOR CITIZENS, AND DISABLED PERSONS

In order to achieve uniform implementation by all operators of motorized land-based public transportation services, except tricycles-for-hire which are under the jurisdiction of the local governments, of the fare discount privileges granted to students, elderly/senior citizens, and disabled persons, the following guidelines shall henceforth be observed, to wit:

I Fare Discount

Operators shall grant to qualified students, elderly/senior citizens, and disabled persons utilizing their transportation services, a fare discount of not less than twenty percent (20%) of the authorized fares prescribed by the Board for those types of services specified herein.

II Coverage

1. Students enrolled in elementary, secondary and collegiate schools, including academic, vocational and technical schools, duly recognized by the government, except those of dancing and driving schools, schools of culinary arts and short-term courses of the seminar-type, are entitled to avail themselves of the fare discount herein authorized. Provided that the fare discount may be availed of only during the period of their enrollment. Students availing themselves of this privilege should present their Student ID cards or registration cards, both duly validated by their schools, bearing their pictures with their names and schools therein indicated, to the drivers, conductors or inspectors.

2. Elderly/Senior Citizens availing themselves of the fare discount privilege should present their ID cards duly signed by the Mayor of the elderly/senior citizen’s locality, the Department of Social Welfare and Development (DSWD) and the Department of Interior and Local Government (DILG).

3. Disabled Persons should present their ID cards duly issued by the National Council for the Welfare of Disabled Persons.

IV Fines/Penalties

The conductor/inspector/driver of a public utility vehicle who refuses to extend or honor the fare discount provided herein shall be fined/penalized as follows:

If the conductor’s/inspector’s/driver’s refusal to extend or honor the fare discount is upon the instruction of his operator/employer, a fine/penalty shall be imposed on the operator/employer as follows:

suspension of the CPC on the route where the unit is authorized to operate.

This Memorandum Circular shall take effect fifteen (15) days after the filing of three (3) copies hereof with the U.P. Law Center, pursuant to Presidential Memorandum Circular No. 11, dated October 9, 1992, and any and all issuances inconsistent herewith are hereby modified accordingly, superseded and/or revoked.
