REQUIREMENT OF A SAFETY PRACTITIONER FOR ALL CATEGORY AAA CONTRACTORS

WHEREAS, pursuant to Joint Administrative Order (JAO) No. 01, series of 2011, dated 29 April 2011, executed by and among the DOLE, DPWH, DTI, DILG and the PRC, PCAB is required, among others, to enhance the program of instilling a culture of safety among contractors; WHEREAS, in compliance with the JAO, PCAB has required proprietors/ AMOs/senior officers of construction firms and at least one Sustaining Technical Employee (STE) to complete the forty (40)-hour Construction Safety and Health (CoSH) course as prerequisite to the issuance of the contractor’s license;
WHEREAS, contractors normally implement several projects simultaneously such that the employment of a DOLE-accredited safety practitioner to oversee the activities of the contractor during project execution will enhance the culture of safety in construction;
WHEREAS, the Board deems it necessary to phase in the inclusion of a DOLE-accredited safety practitioner in the personnel complement of contractors starting with the current highest category.
NOW, THEREFORE, based on the foregoing premises, the Board RESOLVED to require all category “AAA” contractors to have under its employ a DOLE-accredited safety practitioner starting contracting fiscal year 2015-2016.
The Board further RESOLVED that the employment of a DOLE-accredited safety practitioner will be pre-requisite to the filing of the following applications:
New contractor’s license application where the applied category is “AAA”;
Renewal of a category “AAA” license;
Upgrading from a lower category to “AAA”; and,
Application for any additional classification of a category “AAA” contractor.
