RULES AND THE CORRESPONDING PENALTIES IN CASES OF VIOLATION/S ON JOCKEY’S WEIGHT/S BEFORE AND AFTER THE RACE
WHEREAS, the Philippine Racing Commission (Philracom) has the exclusive jurisdiction and control over the conduct of horseracing including the framing and scheduling of races, the construction and safety of horse-racing, the allocation of prizes and the security of racing as provided in Presidential Decree No. 420;
WHEREAS, pursuant to the said mandate, the Philracom Board, upon consultation with its Regulation and Licensing Division, has determined the need to issue a rule that would synchronize existing policies that govern the offense/s of jockeys concerning their weights before and after the race;
NOW, THEREFORE, the Philracom Board resolves, as it has hereby resolved, that the following rules and the corresponding penalties in cases of violation/s on jockey’s weight/s before and after the race be adopted, to wit:
JOCKEY’S WEIGHTS
The Board has unanimously approved the following corrected fines and penalties on overweight and underweight jockeys:
I. Overweight before the race leading to a change of jockey:
a. 1 st offense - Php 1,000.00
b. 2nd offense - Php 2,000.00
c. 3 rd offense - Php 4,000.00
d. 4 th and succeeding offense - Philracom pleasure
II. Less weight after the race – all jockeys found to be overweight by 500 grams or less during the weigh-in shall be assessed a fine of one thousand pesos (P1,000.00) for using any of his riding paraphernalia to complete his assigned handicap weight. If the discrepancy is more than 500 grams the following shall apply;
46.4.a – Winner (DISQUALIFIED) 46.4.b – Second (2 nd ) to Fourth (4 th ) and exotic placing 46.4.c – Unplaced runners
1. 501 grams to 1 kg 2. 1.01 kg to 1.50 kg 3. 1.51 kg to 2.0 kg 4. 2.01 kg and more

IV. The count will revert back to zero after a clean slate of one (1) year after the last offense.
RESOLVED FURTHER, that the foregoing rules shall amend any and all other prior resolution/s, rule/s or guidelines inconsistent therewith.
RESOLVED, FINALLY, that this Resolution effective 24 September 2010 be published in the Kopya and the Official Gazette and be announced in the television for proper guidance of those concerned.
