ADOPTING THE STANDARD SET OF PHILIPPINE NAMES FOR THE 131 FEATURES OF THE KALAYAAN ISLAND GROUP LOCATED IN THE MUNICIPALITY OF KALAYAAN, PROVINCE OF PALAWAN AND THE WEST PHILIPPINE SEA

WHEREAS , under Section 1, Article I of the Constitution, the national territory comprises the Philippine archipelago, with all the islands and waters embraced therein, and all other territories over which the Philippines has sovereignty or jurisdiction, consisting of its terrestrial, fluvial, and aerial domains, including its territorial sea, the seabed, the subsoil, the insular shelves, and other submarine areas, and the waters around, between, and connecting the islands of the archipelago, regardless of their breadth and dimensions, form part of the internal waters of the Philippines;

WHEREAS, Section 7, Article II of the Constitution provides that the State shall pursue an independent foreign policy, and in its relation with other states, the paramount consideration shall be national sovereignty, territorial integrity, national interest, and the right to self-determination;

WHEREAS, Section 2, Article XII of the Constitution provides that the State shall protect the nation's marine wealth in its archipelagic waters, territorial sea, and exclusive economic zone, and reserve its use and enjoyment exclusively to Filipino citizens;

WHEREAS, under Section 2 of Republic Act No. 12064 or the "Philippine Maritime Zones Act," the maritime zones of the Philippines on the western side of the Philippine archipelago, including the Luzon Sea and the territorial seas of Bajo de Masinloc and the maritime features of the Kalayaan Island Group (KIG), shall be collectively called the West Philippine Sea (WPS);

WHEREAS, pursuant to its mandate under Executive Order (EO) No. 57 (s. 2024), the National Maritime Council (NMC), through Resolution No. 2 (s. 2025), is recommending the adoption of the standard set of Philippine names for 131 features of the KIG located in the Municipality of Kalayaan, Province of Palawan and the WPS;

WHEREAS, according to NMC, it is imperative to adopt a standard set of Philippine names for the maritime features in the KIG for the efficient administration and governance of the area, and the exercise of the country's sovereignty in the WPS; and

WHEREAS, Section 17, Article VII of the Constitution vests in the President the power of control over all Executive departments, bureaus, and offices, and the mandate to ensure the faithful execution of laws;

NOW, THEREFORE, I, FERDINAND R. MARCOS, JR., President of the Philippines, by virtue of the powers vested in me by the Constitution and existing laws, do hereby order:

Section 1. Adoption and Declaration of Official Names. Without prejudice to the naming of other features which may later be identified through, among others, advanced scientific and technical studies, the following features of the KIG located in the Municipality of Kalayaan, Province of Palawan and the WPS are hereby named as follows:

Section 2. Publication. The National Mapping and Resource Information Authority (NAMRIA) is hereby directed to produce and publish updated charts and maps reflecting the names set forth under Section 1 hereof.

Section 3. Usage. In accordance with their respective mandates, all national government agencies instrumentalities, including government-owned or -controlled corporations and government financial institutions, are hereby directed to use the names set forth in Section 1 hereof in all official communications, messages, and documents.

Moreover, the Department of Education, Commission on Higher Education, Technical Education and Skills Development Authority, and all state universities and colleges are hereby directed to ensure that the names set forth under Section 1 hereof and the updated charts and maps to be published by NAMRIA under Section 2 hereof shall be widely used in educational and training institutions in the country, particularly in conducting research, publishing of textbooks, and preparation of educational or instructional materials.

Section 4. Funding. The funding requirements for the initial implementation of this Order shall be charged against the available appropriations of the member-agencies of the NMC, and such other available funding sources as may be identified by the Department of Budget and Management, subject to pertinent budgeting, accounting, and auditing laws, rules, and regulations. Thereafter, the funding requirements necessary for the continued implementation of this Order shall be included in the budget proposals of said agencies, subject to the usual budget preparation process.

Section 5. Separability. If any part or provision of this Order shall be held invalid or unconstitutional, the provisions not affected thereby shall remain in full force and effect.

Section 6. Repeal. All orders, rules, and regulations, and other issuances or parts thereof which are inconsistent with the provisions of this Order, are hereby repealed or modified accordingly.

Section 7. Effectivity. This Order shall take immediately upon its publication in the Official Gazette or a newspaper of general circulation.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
