TO: The Secretary of Justice

To enable the Philippine Tourism Authority to carry out the instructions embodied in LOI 582 for the PTA to take over the Club Filipino de Cebu, for development into a public golf course, you are hereby instructed to render legal assistance to the Philippine Tourism Authority to the end that it can take immediate possession of the property without recourse to court action.

Done in the City of Manila, this 3rd day of October, in the year of Our Lord, nineteen hundred and seventy-seven.
