ADOPTING AN ECOLOGICAL SOLID WASTE MANAGEMENT SYSTEM IN THE COURT AND CREATING A TASK FORCE FOR THE PURPOSE
WHEREAS, as inunciated in Section 15, Article II of the Constitution, it is the policy of the State to protect and promote the right to health of the people and instill health consciousness among them;
WHEREAS, in the attainment of this policy, Republic Act No. 9003, otherwise known as The Ecological Solid Waste Management Act of 2000, was enacted to ensure the protection of public health and environment in general and to institutionalize public participation in the development and implementation of national and local integrated, comprehensive, and ecological waste management programs;
WHEREAS , the National Solid Waste Management Commission (NSWMC) was established to oversee the implementation of solid waste management plans and to prescribe policies to achieve the objectives of R.A. No. 9003;
WHEREAS, the NSWMC, in its year-end regular meeting, made a consensus to take the lead in the implementation of the Act in all government agencies and to require said agencies to adopt an ecological waste management system to be disseminated to all employees;
WHEREAS, in a letter to the Honorable Chief Justice Hilario G. Davide, Jr., dated 21 May 2003, Hon. Elisea G. Gozun, Secretary of the Department of Environment and Natural Resources and Chairperson of the NSWMC, requested the Supreme Court to implement the program and offered to provide technical assistance to implement waste segregation at source, composting and recycling; and
WHEREAS, in order to implement the aforesaid program, it is necessary that a comprehensive action plan for the Court be formulated.
NOW, THEREFORE, a Task Force is hereby formed to be composed of the following:
An Ecology Officer to be designated by the Chief Administrative Officer;
Supervisory Staff representing the different offices of the Court, including the Presidential Electoral Tribunal, Philippine Judicial Academy, Judicial and Bar Council, and the Office of the Court Administrator to be designated by the head of each office;
Representatives of the employees associations;
The Head of the Maintenance Division; and
The Head of the Contracted Janitorial Services.
The Task Force shall adopt an ecological waste management plan and coordinate with the NSWMC for technical assistance to implement waste segregation in the Court in order to achieve the objectives of R.A. No. 9003.
The Office of Administrative Services, through the Employee Training and Development Division, in coordination with the NSWMC, shall facilitate the necessary training, education, promotion, and information campaign strategies in the implementation of the Ecological Solid Waste Management Program and prepare for the launching date or dry run before its full implementation.
The Chief Administrative Officer shall oversee all the phases of the program from planning to actual implementation, monitoring, supervision, and evaluation thereof to achieve, maintain, preserve, and perpetuate at all times a pleasant environment in the Court.
