MINIMUM MANNING REQUIREMENTS OF PHILIPPINE REGISTERED FISHING VESSELS
1 References
a. SEC. 3 (g) of Republic Act 5173 empowers the Philippine Coast Guard to enforce laws, rules and regulations governing manning, citizenship, mustering and drilling of crews, requirements and control of logbooks, shipment, discharge, protection and welfare of merchant seamen.
b. Executive Order No. 1047 empowers the Philippine Coast Guard to liberalize the manning requirements for Philippine Flag fishing vessels engaged in distant water fishing.
c. HPCG Memorandum Circular No. 11-93 dated 23 Aug. 1993 (Subj: Minimum Manning Requirements of Philippine Registered Vessels)
2 Scope
This Memorandum Circular applies to Philippine Flag fishing vessels engaged in international and coastwise voyages.
3 Purpose
To amend the provision under Chapter VI para E(1) and (2) of Memo Circular No. 11-93 dated 23 Aug. 1993 in order to prescribe a liberalized manning scale for Philippine Flag fishing vessels in pursuance to Executive Order No. 1047.

This Memorandum Circular shall take effect upon publication in a newspaper of general circulation or 15 days after submission to the U.P. Law Center.
