TO: The National Economic and Development Authority (NEDA) The Ministry of the Budget The Ministry of Agriculture The Ministry of Industry The Ministry of Energy The Ministry of National Defense

You are hereby directed to form yourselves into a Contingency Planning Committee which will set guidelines for and finalize a Contingency Plan. In this connection, all ministries and government agencies are hereby directed to submit their contingency plane to this Committee for finalization.

This order shall take effect immediately.

Done in the City of Manila, this 22nd day of January, in the year of Our Lord, nineteen hundred and eighty.
