INCLUSION OF THIONYL CHLORIDE IN THE LIST OF CONTROLLED PRECURSORS AND ESSENTIAL CHEMICALS

WHEREAS, Philippine Drug Enforcement Agency (PDEA) has found large quantities of THIONYL CHLORIDE in various dismantled clandestine drug laboratories;

WHEREAS, findings strongly suggest that said chemical is an essential ingredient in the manufacture of Methamphetamine Hydrochloride or "Shabu";

NOW, THEREFORE, the Board, after a public hearing and pursuant to Section 93, Article XI of Republic Act No. 9165, otherwise known as the "Comprehensive Dangerous Drugs Act of 2002", hereby includes THIONYL CHLORIDE in the list of controlled precursors and essential chemicals.

As herein classified, THIONYL CHLORIDE shall be subject to all regulatory measures as may be provided pursuant to pertinent provisions of RA 9165, Board Regulation No. 3, Series of 2003 and other applicable issuances of the Board.

This Regulation shall take effect fifteen (15) days after its publication in two (2) newspapers of general circulation and after registration with the Office of the National Administrative Register (ONAR), UP Law Center, Diliman, Quezon City.
