REQUIREMENTS FOR PROVINCIAL BUS OPERATORS TO INSTALL COMFORT ROOMS IN AUTHORIZED UNITS
SUBJECT: REQUIREMENTS FOR PROVINCIAL BUS OPERATORS TO INSTALL COMFORT ROOMS IN AUTHORIZED UNITS
To provide convenience to the riding public, and as part of the modernization program for public land transportation, the Board hereby requires the upgrading of authorized PUB units under the following guidelines:
Coverage:
All Provincial Buses with routes plying at least one hundred (100) kilometers.
Facility Requirements:
For every ten (10) authorized units, at least one (1) unit should be installed with a comfort room inside the unit
The comfort room must be easily accessible to passengers even while the bus in motion.
The comfort room must be equipped at all times with clean water, functioning flush system, toilet seat and cover, is sufficiently lighted, and foul odor-free.
All provincial bus operators are required to comply with the above requirements by SEPTEMBER 30, 2012 . The units with installed comfort rooms shall be presented
for inspection to the Technical Evaluation Division (TED) and the corresponding Inspection Report shall be submitted to the Board.
In case of failure to comply with the above requirement, the Board may cause the reduction of the authorized number of units accordingly, or suspend, or cancel the operator's Certificate/s of Public Convenience.
This Memorandum Circular shall take effect fifteen (15) days following its publication in at least two (2) newspaper of general circulation. Let three (3) copies hereof be filed with the UP Law Center pursuant to Presidential Memorandum Circular No. 11 dated 09 October 1992.
