CLEARANCE REQUIREMENTS FOR CRAFTSMEN, SKILLED TECHNICIANS, AND ENGINEERS IN VITAL INDUSTRIES

In view of the increased number of requisitions for overseas employment of identified critical skills, the following guidelines in the recruitment, processing, and deployment of such skills is hereby issued for the information and guidance of all concerned;

1. While recognizing the inviolability of an individual‘s right to progress and advancement, it is important that such be undertaken with minimum prejudice to the national interest. Thus, there is a need for a programmed, deliberate, and systematic skill deployment overseas, specially of identified critical skills in order not to disturb ongoing or planned development efforts

2. The following are considered critical skills for purposes of this issuance:

Aircraft Technicians and Mechanics Instrumentmen Industrial Electricians Millwright and Machinist A/C and Automotive Mechanics Welders Maintenance inspectors and Testers Process Operators HE Operators and Mechanics Process and Production Engineers Plant Maintenance and Laboratory Technicians Ceramic Plant Workers Drillers

3. All workers with critical skills shall be advised to secure clearance from their current employers prior to application and consideration for employment overseas.

4. Upon consideration and as part of the processing procedure, companies or agencies recruiting workers with critical skills shall submit a listing to the Administration identifying therein the skills categories and present employers of the workers.

5. The deployment of workers covered by this listing shall be on the basis of a mutually acceptable schedule to be determined by the Administration together with the local employer and the recruiting agency or company.

6. The Administration will not process critical workers not properly covered under a programmed schedule. Non-compliance with this issuance shall merit appropriate administrative sanctions.
