[ PHILRACOM RESOLUTION NO. 07-11, S. OF 2011, March 25, 2011 ]

NO PAY, NO TEST POLICY

WHEREAS, the Philippine Racing Commission (PHILRACOM) established an Equine Laboratory and Diagnostic Center (ELDC) for the use and benefit of the horseracing industry;

WHEREAS, the PHILRACOM ELDC accepts Drugs/Coggins testing for a minimal fee;

WHEREAS, the Commission on Audit (COA) resident auditor has reported that the ELDC has been acccepting Drugs/Coggins testing without first requiring the customers to pay for the test;

WHEREAS, it would be more prudent and in accord with the accounting and auditing rules if the customers will be required first to pay for the tests before conducting the required Drug/Coggins testing on a “NO PAY, NO TEST” policy:

NOW THEREFORE , the Philracom Board of Commissioners resolved, as it hereby resolves, to require the PHILRACOM ELDC to accept Drug/Coggins testing only if the customer has previously paid for the test in accord with the “NO PAY, NO TEST” policy;

RESOLVED FURTHER, that a copy of this resolution be furnished the PHILRACOM Equine Laboratory and Diagnostic Center (ELDC) for proper guidance and information.
