[ MMDA RESOLUTION NO. 10 - 28, December 14, 2010 ]

REQUIRING THE APPROVAL/CONCURRENCE OF THE METRO MANILA COUNCIL ON ALL INFRASTRUCTURE PROJECTS TO BE IMPLEMENTED IN METROPOLITAN MANILA

WHEREAS, Executive Order No. 113 was issued by then President Gloria Macapagal Arroyo on July 17, 2002 mandating the Metro Manila Council to function as the Regional Development Council for Metropolitan Manila, with added responsibilities and expanded membership;

WHEREAS, in consonance with EO 113, the Metro Manila Council enacted MMDA Resolution No. 02-47, Series of 2002 entitled “Approving and Adopting the Rules and Regulations Implementing Executive Order No. 113 Operationalizing the Metro Manila Council as the Regional Development Council for Metropolitan Manila” ;

WHEREAS, among the functions of the Regional Development Council as provided for in paragraph (f) SECTION 1 of EO 113 is to review and endorse national plans, programs and projects proposed for implementation in the region;

WHEREAS, it has been observed that there are some infrastructure projects that are being implemented without the knowledge and concurrence of the Metro Manila Council;

WHEREAS, the Metro Manila Council (Council) also acting as the Regional Development Council for the National Capital Region, recognized the importance of the Council’s concurrence/approval on all infrastructure projects in Metropolitan Manila for purposes of integration, coordination, review, evaluation and endorsement of these programs/projects to concerned government offices;

NOW THEREFORE, be it resolved as it is hereby resolved, pursuant to Section 6 of RA 7924 and EO 113 that the Council hereby requires its approval/concurrence on all infrastructure projects to be implemented in Metropolitan Manila.

This Resolution takes effect upon approval.
