IMPLEMENTING A SATURDAY SCHEME FOR PRIVATE VEHICLES ON FOUR SELECTED THOROUGHFARES IN METROPOLITAN MANILA

WHEREAS, it has been observed that the flow of traffic during Saturdays is heavy and intolerable;

WHEREAS, one of the reasons identified for the heavy traffic situation during Saturdays is the non-implementation of the Unified Vehicular Volume Reduction Program (MMDA Regulation No. 95-006);

WHEREAS, the MMDA Council approved on November 26, 1998 Resolution No. 98-10 and on December 29, 1998 Resolution No. 98-11 authorizing the conduct of six (6) dry runs for the proposed Saturday Scheme;

WHEREAS, the study report on the dry runs submitted by the MMDA Center for Transport and Traffic Management Technical Staff indicates positive results that were made bases for the favorable recommendation to implement the Saturday Scheme;

WHEREAS, in its desire to ease the traffic situation in the metropolis, after due deliberation, the Metro Manila Council hereby promulgates and adopts a Saturday Scheme that will restrain private vehicles from utilizing selected major thoroughfares in Metropolitan Manila during Saturdays.

NOW, THEREFORE, pursuant to Section 6 of RA 7924, this Regulation is hereby promulgated and adopted, that:

SECTION 1. Private vehicles with license plate ending in 1,3,5,7 and 9 shall not be allowed to use the identified selected thoroughfares during Saturdays from 9:30 A.M. to 2:00 P.M.

SECTION 2. Private vehicles with license plate ending in 2, 4, 6, 8 and 0 shall not be allowed to use the identified selected thoroughfares during Saturdays from 3:00 P.M. to 7:30 P.M.

SECTION 3. Private vehicles shall include all cars, wagons, owner jeeps, shuttle buses and such other utility vehicles registered for private use except for trucks which shall be governed by MMA Ordinance No. 5, Series of 1994 (Truck Ban), as amended.

SECTION 4. The phrase selected thoroughfares as mentioned under Section 1 and 2 include:

EDSA (between Pasong Tamo and Kamias/Kamuning)

Aurora Boulevard

Ramon Magsaysay

Quezon Avenue (between EDSA and Scout Chuatoco; and between Araneta Avenue and Mabuhay Rotonda)

SECTION 5. Vehicles shall be allowed at all times to cross identified selected thoroughfares in all their respective intersections.

SECTION 6. The exemptions granted under MMDA Regulation No. 96-005 and its implementing guidelines shall apply in this Regulation.

SECTION 7. Drivers/owners found violating this Regulation shall be fined Three Hundred Pesos (P300.00) per offense.

SECTION 8. This Regulation shall take effect February 5, 1999.
