TO: The Ministers of all Ministries; Bureau Directors; Director General, National Intelligence

& Security Authority (NISA);

It is hereby ordered that all intelligence operations conducted by your Office should be coordinated with the National Intelligence & Security Authority (NISA). Whatever is the nature of the operations, the Ministries, Bureaus, Offices or Corporations concerned, must clear first their operations with the National Intelligence & Security Authority which in turn, will render a report thereon direct to the President.
