[ BI MEMORANDUM CIRCULAR NO. MCL-07-004, November 08, 2007 ]

ADDENDUM TO SECTION 2 OF MEMORANDUM CIRCULAR NO. MCL-07-001 (GUIDELINES FOR THE ISSUANCE OF PRO-INVESTMENT VISA UPON ARRIVAL TO CERTAIN INDIVIDUALS AND UNDER SPECIAL CIRCUMSTANCES)

Section 2 of Memorandum Circular No. MCL-07-001 is hereby amended, thus:

“The Program shall be available to the following:

a) foreign investors and businessmen duly endorsed by the Board of Investments (BOI), Philippine Retirement Authority (PRA), Philippine Chamber of Commerce and Industry (PCCI), local business councils, or locals as well as foreign chambers of commerce and industry;

b) athletes and delegates to sports competitions, conventions or exhibitions;

c) delegates and participants to, resource speakers in, organizers and sponsors of international conventions/symposia/conferences;

d) foreigners, provided they are not deemed as high risk or restricted nationals, who shall come into the Philippines, individually or by tour group, with specific itinerary certified by a tour operator duly registered and accredited by the Department of Tourism pursuant to its Rules and Regulations Governing the Accreditation of Travel and Tour services; and

e) such other foreigners who, in the discretion of the Commissioner, may be entitled to the benefits under this Program.”

This Memorandum Circular shall take effect immediately upon its approval.
