REQUIRING ANY QUALIFIED PERSON WHO IS WILLING TO BE DEPUTIZED AS TRAFFIC OFFICER TO ATTEND THE TRAINING COURSES ON TRAFFIC LAW ENFORCEMENT TO BE CONDUCTED BY THE TRAFFIC OPERATIONS CENTER OF THE METROPOLITAN MANILA DEVELOPMENT AUTHORITY

WHEREAS, Section 5, paragraph (f) of Republic Act 7924 empowers the Metropolitan Manila Development Authority to train and deputize personnel of the Philippine National Police (PNP), agents of the Local Government Units and Non-Government Organizations, and duly licensed security guards as traffic law enforcers within Metropolitan Manila;

WHEREAS, the Training Center for Traffic Enforcers under the supervision of the Office of the Executive Director of the MMDA - Traffic Operations Center, if fully operationalized, shall provide the applicants for deputation standard training courses on traffic law enforcement, traffic education and discipline;

WHEREAS, there is a need to generate additional funds to augment the limited budget allocation on the overall operations of said training center, including but not limited to the provision or acquisition of training handouts, manual materials, and training equipment;

WHEREAS, a revolving fund shall also be established and developed to help finance the center's operations.

NOW, THEREFORE, pursuant to Section 6 of RA 7924, this Regulation is hereby promulgated and adopted by the Metro Manila Council, that:

SECTION 1. Coverage. — The training fee shall be collected from any qualified person who shall be attending a training course as prerequisite for deputation as traffic officer.

SECTION 2. Training Fee. — A training fee not exceeding THREE HUNDRED PESOS (P300.00) as herein authorized shall be paid directly to the Treasury Operations Service, Office of the Assistant Manager for Finance and Administration, MMDA, Guadalupe, Makati City.

SECTION 3. Effectivity. — This Regulation shall take effect fifteen (15) days after publication in two (2) newspapers of general circulation.
