[ PROCLAMATION NO. 164, September 25, 1963 ]

DECLARING SATURDAY, SEPTEMBER 23, 1963, AS A SPECIAL PUBLIC HOLIDAY IN THE PROVINCE OF CAMARINES NORTE.

WHEREAS, the late Wenceslao Q. Vinzons, former Delegate to the Constitutional Contention, former Governor and Representative of Camarines Norte, was one of our outstanding heroes in the last war; and

WHEREAS, the people of Camarines Norte should be given full opportunity to celebrate Vinzons’ birthday anniversary on September 28, 1963, with appropriate ceremonies;

NOV, THEREFORE, I, DIOSDADD MACAPAGAL, President of the Philippines, by virtue of the authority vested in me by Section 30 of the Revised Administrative Code, do hereby declare Saturday, September 28, 1963, as a special public holiday in the province of Camarines Norte.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.

Done in the City of Manila, this 25th day of September, in the year of Our Lord, nineteen hundred and sixty-three.
