TO: The Minister Ministry of Industry

The Chairman Board of investments

The Governor Central Bank of the Philippines

The Commissioner Bureau of Customs

Pursuant and subject to the provisions of Section 6 subparagraph (i) and (j) of Republic Act No. 5186, the importation of vinyl asbestos tiles and sheets classified under tariff heading No. 39.02 B or asbestos vinyl tiles classified under tariff heading No. 68.13 A under the Tariff and Customs Code shall be allowed only upon certification of the Board of Investments of the inability of BOI-registered domestic enterprises to supply the demand for the products. Henceforth, all applications for the importation of vinyl asbestos tiles or asbestor vinyl tiles either through letter of credits, documents against acceptance or open account arrangements or any other mode of payment shall be supported by the abovestated certification.
