FURTHER AMENDING EXECUTIVE ORDER NO. 13 DATED MAY 16, 1907, AS AMENDED, BY EXECUTIVE ORDER NO. 20 DATED JULY 22, 1907

The first paragraph of Executive Order No. 13, dated May 16, 1907, as amended by Executive Order No. 20 dated July 22, 1907, is hereby further amended to read as follows:

“The practice of taking so-called voluntary contributions for public or semi-public purposes by public officers and employees, which exists in many localities, is seldom justifiable and frequently productive of abuses. A feeling of injury or resentment is often thereby engen­dered among people who are unable to distinguish between collections made in this manner and those made by taxation. It is therefore ordered that all persons holding office or employment under the Government refrain from soliciting or receiving subscriptions unless previous approval of the Social Welfare Administration to the purpose of the subscription is first obtained.”

Done in the City of Manila, this 28th day of May, in the year of Our Lord, nineteen hundred and sixty-seven.
