REQUIREMENT OF QUALIFICATION UNDER THE THRESHOLD LIMITATION BEFORE A PETC APPLICANT WILL BE SUBJECT TO INSPECTION

Before a PETC applicant will be subjected to inspection, it must first be established that the PETC is not disqualified under the threshold limitation of 12,000 cars for each lane within the area of responsibility (GAOR) of the District Office or Extension Office intended to be served by the PETC.
