[ DBM CIRCULAR LETTER NO. 2000-1, January 06, 2000 ]

OBLIGATIONAL AUTHORITY FOR THE FY 2000 BUDGET

For the first quarter of FY 2000, all agencies are hereby authorized to obligate an amount equivalent to one twelfth (1/12) of their approved budget under the 1999 General Appropriations Act (GAA) for Personal Services, Maintenance and Other Operating Expenses, and Capital Outlays of regular programs and on-going foreign assisted/locally funded projects.

Obligations to be incurred pursuant to this Circular Letter shall be treated as overdraft in appropriations and shall be adjusted once the allotment chargeable against the 2000 GAA is received. The rules and regulations pertinent to the appropriate accounting entries are prescribed under COA Circular 96-002 dated February 27, 1996.
