REVISING AO NO. 15, SERIES OF 2008 PRESCRIBING THE BUYING AND SELLING PRICE OF HYBRID RICE SEEDS

For the guidance of all concerned, the buying prices of hybrid rice as contained in administrative Order No. 15 series of 2008 by the Department of Agriculture is hereby revised

The buying and selling of hybrid seeds (F1) shall be In accordance with the following policies:

1. Procurement and distribution of seeds shall be in accordance with the rules and regu lations of the Commission on Audit COA);

2. Registered or accredited seed growers association, cooperatives and members of National Rice Seed Production Network (SeedNet) shall be given first priority to supply the required seeds to be procured;

3. Seeds to be procured shall "be packed in 18-kilo bags or sacks labeled with the information names of the variety and seeds growers or company, date harvested, percent germination and moisture content (MC);

4. Seeds to be procedure shall be subjected to laboratory testing and shall meet the minimum quality standard prescribed by the Seed Certification and the Seed Standard implemented by the National Seed Quality Control Services and its Regional Seed Testing Laboratories;

5. Supporting documents required in the procurement of seeds.

5.1 Approved Purchased Request (PR) 5.2 Result of Laboratory analysis on seed testing and seed certification 5.3Approved Purchase Order(PO) 5.4 General Voucher 5.5 Original Delivery Receipts 5.6 Original Sales Invoice 5.7 COA Inspection Report 5.8 Certification of Emergency Purchase 6. Seeds shall be sold in cash and carry basis; and

7. Germination test shall be conducted four months after the latest test to ensure the quality of the seeds for the distribution to farmers.

This order supersedes all other Administrative Order inconsistent herewith.
