[ PRESIDENTIAL DECREE NO. 518, July 22, 1974 ]

AMENDING THE PROVISIONS OF SECTION 6 (d) PERTAINING TO THE DISCRETIONARY FUND, PRESIDENTIAL DECREE NO. 17, AS AMENDED BY PRESIDENTIAL DECREES NOS. 130 and 320.

I, FERDINAND E. MARCOS , President of the Philippines, by virtue of the powers vested in me by the Constitution as Commander-in-Chief of all the Armed Forces of the Philippines and pursuant to Proclamation No. 1081, dated September 21, 1972, and General Order No. 1 dated September 22, 1972, as amended, do hereby order and decree:

SECTION 1 . The provisions of Section 6, subparagraph (d) of Presidential Decree No. 17, as amended by Section 2, Presidential Decree No. 320, is hereby further amended to read as follows:

"(d) Discretionary Fund . — Ten per centum of the Highway Special Fund shall be allotted to the Discretionary Fund under the control of the Secretary of Public Highways to be used: first, to augment any deficiency in the allotment for the administrative expenses; for payment of gratuity benefits and the money value of accrued leaves; for payment of compensation benefits to employees who become sick and/or injured in the course of employment; second, to increase other allotment; provided for in this Act; third, for the construction of emergency landing fields. All unexpended portion of this fund shall be carried over to the next fiscal year for the same purpose."

SEC. 2 . This Decree shall take effect immediately.
