OPERATING EXPENSES FOR CONSULTING SERVICES

It has been observed that operating expenses related to consulting services, like salaries of support staff, operation and maintenance of consultant's vehicles, offices, laboratories and quarters and other incidental expenses, are charged against civil works contracts. This arrangement results in implementation problems and does not promote efficiency of both the delivery of consulting services and the work progress of civil works contracts.

To obviate the resulting negative effects of this arrangement, it is only expenses related to purely civil works must form part of the civil works contract, and those related to consulting services should form part of the consulting services contract.

This order shall take effect immediately.
