TO: The Minister of National Defense

The Chief of Staff Armed Forces of the Philippines

In line with the programs of government on economic and manpower development and, in order that the veterans and retired personnel of the Armed Forces of the Philippines can engage in the construction of the infrastructures of the government, not only in the South but anywhere else in the Philippines, I hereby order the organization of the veterans and retired personnel of the Armed Forces of the Philippines into Construction Groups.

This instruction shall take effect immediately.

Done in Quezon City, this 10th day of September, in the year of Our Lord, nineteen hundred and seventy-nine.
