[ LETTER OF INSTRUCTIONS NO. 275, May 09, 1975 ]
TO : The Secretary of National Defense Camp General Emilio Aguinaldo Quezon City
In order to improve the DND-AFP Procurement System as it pertains to common items needed by the Armed Forces of the Philippines, and as an exception to the provisions of Executive Order No. 298, s-40, you are authorized to enter into government contracts, medium or long-term, for the purpose of furnishing supplies, materials and equipment to the Armed Forces of the Philippines through negotiation as a mode of procurement.
It is understood that this exception is applicable only to the procurement of common items that are required in the Armed Forces, a list is hereby attached.
In this connection, rules and regulations shall be promulgated to govern implementation of this letter of instructions.
List of Common Items
Shoes, all including rubber shoes
Socks for boots with military specifications
Briefs and Drawers
Belts
Buckle
Undershirts, sando and T-shirts
Handkerchiefs, white and OD
Bush Hat. Lousy Hat
Tailoring of uniforms
Steel Helmet and Liner Helmet
Belt Suspender
Jungle Pack
Ammo Belt
Canteen Cup with cover
Meat Can
Spoons
Knives
Waving Equipment
Shelter Halves
Rain Coat
Poncho
Entrenching-Tools
60mm Ammo Carrier
Duffle Bag
Laundry Bag
Squad Tent
Blanket, heavy wave
Mat Canvass
Bed, single
Bed, double deck
Bed, cot
Such other items of similar nature as may later be determined by the Secretary of National Defense.
