TO: The Secretary of Foreign Affairs The Executive Secretary The Director General

National Economic and Development Authority

Until otherwise directed by me, no official or employee of the government or private individual shall be given permission to accept any scholarship, fellowship or training grant from the governments of Israel and any of the Arab countries.

You are hereby directed to implement this Letter of Instructions immediately.

Done in the City of Manila, this 13th day of August in the year of Our Lord, nineteen hundred and seventy-four.
