TO: The Honorable The Minister of National Defense Camp General Emilio Aguinaldo Quezon City

The Chief of Staff Armed Forces of the Philippines Camp General Emilio Aguinaldo Quezon City

The following guidelines on the movement of military personnel are hereby reiterated for the strict compliance of all concerned:

No AFP officer or enlistedman shall undertake any travel abroad without prior approval by the President.

Recommendations for the sending of special missions abroad shall be accompanied with the project proposal which will include its funding.

Any AFP officer or enlistedman authorized to undertake a trip in a foreign country, must report to the Military Attache of the Philippine Embassy nearest his destination or area of operation.

Submit a report upon his return.

DONE in the City of Manila, this 28th day of November, in the year of Our Lord, Nineteen Hundred and Seventy-Eight.
