I. In the course of evolving levels of threat affecting transportation security in the international and domestic level, this Office has revised its policy guidelines relative to prohibited items issued on June 30 2015 .

II. Pursuant to Section 1 of Executive Order 277, approving and adopting the National Civil Aviation Security Program (NCASP) incorporating in itself all other general principles of international aviation pertaining to security of civil aviation and transportation, hereby adopts and promulgate the following revised guidelines on prohibited items on board the aircraft.

G. LIQUID, AEROSOLS AND GELS (LAGs) in individual containers with a capacity not greater than 100 milliliters (or equivalent) and contained in one transparent re-sealable plastic bag of a capacity not exceeding one (1) Liter (or equivalent) shall be allowed in the cabin. Only one (1) transparent 20cm x 20cm re-sealable plastic bag shall be allowed for each passenger. The contents of the plastic bag shall fit comfortably and the bag shall be completely closed. Exceptions should be made for medications, baby milk/food and special dietary requirement. All types of LAGs regardless of volume when labeled as flammable (highly combustible & self-igniting by chemical reaction), corrosive or toxic is not allowed in the cabin or in the hold (R.A. 6235).

The following guidance is provided to ensure the health of and welfare of certain air travelers, the following items are permitted (www.tsa.gov)

Baby formula and breast milk if a baby or small child is travelling;

All prescription and over-the-counter medications (Liquids, Gels and Aerosol) including KY jelly, eye drops, saline solutions for medical purposes;

Liquids including water, juice, or liquid nutrition or gels for passenger with a disability or medical condition;

Life-support and life-sustaining liquids such as bone marrow, blood products, and transplant organs;

Items used to augment the body and for medical and cosmetics reasons such as mastectomy products, prosthetics breast, bras or shells containing gels, saline solution, or other liquids; and

Gels or frozen liquids needed to cool disability or medical related items used by persons with disabilities or medical conditions.

Note: if the medically necessary items exceed 100ml or not contained in a 20 x 20cm re-sealable bag, this must be declared to one of our Security Officer at the checkpoint for further inspection.

Medicines/Medical Equipment

Essentials medicines shall be carried in containers not more than 100 ml and prescribed transparent re-sealable bag. The proof of prescription or a statement that passenger needs the medicine from doctor or medical professional should be carried along with medicines.

Essential prescribed medicines including angina sprays

If more than 100ml or medicines and liquid together exceed the capacity of the prescribed transparent re-sealable bag, refer to airport medical officer or proof of prescription or statement from doctor or medical professional is need.

III. MISCELLANEOUS PROVISIONS

A.

Construction - The provisions herein shall be liberally construed in order to promote civil aviation security objectives.

B.

Reservation - Nothing herein shall be construed as precluding OTS, through its Administrator, from implementing the provisions enunciated herein and in prescribing other requirements to meet the constantly evolving challenges in civil aviation security.

C.

Amendments - Nothing in this circular shall restrict the authority of OTS, through its Administrator, to modify, amend or repeal any provision of the circular through subsequent issuances.

D.

Repeal - All orders, rules, regulations and issuances, or parts hereof, which are inconsistent with this Memorandum Circular are hereby repealed or modified accordingly.

E.

Separability - if any provision or section of these rules is declared null and void by competent authority, the remaining provisions shall not be affected and shall remain in full force and effect.

F.

Effectivity - This Memorandum Circular shall take effect fifteen (15) days after its publication in the Official Gazette or newspaper of general circulation. A copy of this Circular shall be deposited with the University of the Philippines.
